<p>The South Carolina Department of Corrections' mission is to protect citizens by placing offenders in prison. It operates 28 institutions that provide rehabilitation programs, education and work opportunities and health care for inmates. The prisons are categorized into four security levels, with Level 1-A being the lowest and Level 3 the highest. Eight of the 28 institutions are located in the St. Andrews area: </p>
